PROJECT OVERVIEW The Town of South Fork, CO has with the assistance of CGI completed a Master Plan Amendment December, 2008, Regulating Plan and Calibrated SmartCode Based Land Use Code June, 2009 for the 150 acre Wharton Town Center. The Town of South Fork was incorporated in 1992 did not have a historic town plat. This gap in town planning has resulted in a commercial highway sprawl and a lack of an identity. The Town has no recognizable town center. The Town hired CGI to create a Town Center Neighborhood using New Urbanist principles and Traditional Neighborhood Design that would capitalize on the Rio Grande River flowing through the center of Town. http://www.smartgrowth.org/news/article.asp?art=7157&state=6
PRE-CHARRETTE PREPARATIONS Our 1st steps where to perform an on the ground planning survey of the Town and to form a group of active community stakeholders. Several stakeholder meeting were used to understand community needs and to provide a foundation of knowledge on town planning, new urbanism and neighborhood design. Since the Town did not have good examples of streets or architecture for a synoptic survey, stakeholders were given tours of two similar small towns in CO with good examples of old and new urbanism with mountain river assets. These efforts created a core group of citizen champions who were key assets throughout the project and strong contributors to the final result.
